Procession Road Closure
Due to changes in legislation, we have been faced with major financial headaches to continue to hold the Pelsall Carnival Procession.
Our advisors at Walsall Council, will no longer allow us to hold our usual rolling road closure, and in order for the event to continue, it has become necessary to operate a full road closure for the duration of the event.
The cost of the full road closure, with the manpower required, diversions, signage marshalling eyc etc, amounted to a fourfold increase in the cost of operating the closure. Our original contractor is no longer able to provide this service, so we have had to employ the services of a new 'Council Approved' contractor, whose costs have pushed the viability of running the original route unaffordable. In order to maintain the parade, which is one of the main stays of the Carnival, we have had to reverse and shorten the parade route. The Procession will start from the Fingerpost by the Social Club, and finish at the traffic lights on the common. Norton Road will be required to be closed for the whole event, closing at 11.30am, and re-opening at 5pm. This a stipulation of the Council in order to meet current legislation.
All people on floats must disembark at the end of the procession BEFORE the lorries will be permitted through the cordon into live traffic lanes. However, lorries can be stripped at a remote location at a later time.
Norton Road will remain closed from 11.30 am at the fingerpost junction, however, from approximately 2.15 to 2.30, after the tail end parade vehicle has passed the cenotaph, all side roads from Highfield Rd to the social club will reopen to local traffic for access only.
